The outage affected the whole coverage area of the Leyte Electric Cooperative II.

It affected Tacloban City, Babatngon, and Palo beginning around 10 p.m. on New Year’s Eve.

The National Grid Corp. of the Philippines said the blackout was caused by a cut in the ACSR conductor two meters away from the insulators of Structure 66A-B on the Babatngon-Apitong 69kV line.

Power supply was restored around 7:48 a.m. for Feeders 1, 2, 5, and 14 (Sagkahan) as well as Feeders 3, 4, and 6 (Abucay) on New Year's Day.

All feeders connected to Feeders 7, 8, and 9 (Campetic Substation) have been reenergized.
