The Civil Service Commission (CSC) has recognized the Securities and Exchange Commission (SEC) for attaining the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level III.
This makes the SEC the first national government agency to be awarded the PRIME-HRM Maturity Level III by the CSC. The CSC, through a resolution, will award the SEC the corresponding Silver Award for this achievement.
The CSC issued the certification to the SEC during the opening ceremonies of the SEC SuperVision 2028 Performance Review and Internal Targets Updating Conference on Oct. 28, commending the commission’s commitment to excellence in human resource management and organizational development for efficient and effective delivery of public service.
PRIME-HRM aims to assess the maturity level of an agency’s practices in the areas of recruitment, selection, and placement; learning and development; performance management; and rewards and recognition. Achieving PRIME-HRM Maturity Level III demonstrates that an agency has integrated HR systems aligned with international standards.
The SEC was previously conferred the PRIME-HRM Maturity Level II, and the corresponding Bronze Award, in 2023.
“This certification is a testament to our commitment to achieving HR excellence, thereby creating a great workplace environment for our employees,” SEC Chairperson Emilio B. Aquino said.
He added that “by creating a culture of innovation, excellence, and good governance, we will ensure that we have the right people, processes, and systems in place to continue serving the public effectively and efficiently as investor champions.”
In addition to the PRIME-HRM Maturity Level III Certification, the SEC has consistently been recognized for creating a rewarding work environment, driving employee engagement and development, and recognizing the essential role and contributions of its workforce.
Earlier this year, the commission became the first in the government financial sector and the third national government agency to be accredited by the Investors in People (IiP) Philippines for its remarkable practices in promoting employee welfare through constant engagement, communication, and organizational development.
In July, the SEC was also given the Philippine Quality Award (PQA) Level 3 for Mastery in Quality Management, becoming the first national government agency, excluding state universities and government-owned and -controlled corporations, to do so. The PQA is the highest national recognition for exemplary organizational performance conferred by the President.
IiP Philippines likewise recognized the SEC as the first public sector recipient of the People Investor of the Year - Special Citation Award. Consequently, the commission was shortlisted for IiP’s Award for Overseas Employer of the Year, to be presented at its award ceremony this month.
