Teodoro filed his COC at the Commission on Elections (Comelec)-National Capital Region (NCR) in San Juan.

Teodoro assumed office in 2016 and is currently serving his third term as the city mayor.

He previously served three terms as congressman of the city from 2007 to 2016.

Under his leadership during the pandemic, they built the Marikina Molecular Diagnostic Laboratory as a testing facility for COVID-19, which resulted in Marikina being one of the first cities to conduct mass testing for its citizens.

During his governance, the city became one of the cities with the fastest reduction rates in COVID-19 cases in Metro Manila.

Teodoro was also lauded by former Department of Interior and Local Government (DILG) Secretary Eduardo M. Año for his proactive efforts in implementing strict quarantine and health protocols in the city.

In 2019, he passed the Anti-Discrimination Ordinance or City Ordinance No. 065, which gives everyone balance and equal rights to jobs, education, housing, and government services.
