House quad-committee (quad-comm) overall chairman Surigao del Norte 2nd district Rep. Robert Ace Barbers is not giving up on his proposal for a bicam investigation on the previous Duterte administration's controversial war on drugs.

This, despite Senate President Francis "Chiz" Escudero’s recent rejection of the idea, mainly due to the House of Representatives and the Senate having separate and distinct rules.

In a virtual interview, Barbers said that its possible for House Speaker Martin Romualdez and his Senate counterpart Escudero to agree to suspending their rules.

"Ang usapin ay of national importance. Kaya sana ma-consider (The topic is of national importance. That's why I hope it gets considered)," said the veteran solon from Mindanao.

"Pwede pag-usapan ni Speaker at Senate President para kung papayag (The Speaker and Senate President can talk discuss it and they agree to it), we can suspend the rules, create this so-called historic unprecedented joint committee Investigation," he noted.

The quad-comm was the first to hold a serious investigation on the bloody anti-narcotics campaign under former president Rodrigo Duterte. Duterte was the chief executive from 2016 to 2022.

The explosive revelations in the House inquiry the past few weeks have seemingly forced the other legislative chamber, the Senate, carry out its own parallel probe.

The Senate Blue Ribbon Committee will start its parallel inquiry on Monday, Oct. 28.
