A video circulating on social media showed the victim leaning on the railing while another child climbed the metal barrier.

As the other child tried to go down, the railing fell and pinned the boy. The victim was taken to a hospital but eventually died due to severe head injuries.

The city government has extended financial assistance to the boy’s family.

The Cebu City Traffic Office (CCTO), which owns and installed the railing in the area, is investigating the incident.

CCTO chief Raquel Bohol-Arce said the management of the market requested the railing  be installed in the area to control traffic.

Arce said six-wheel vehicles are prevented from entering the area.

She said the CCTO is also investigating allegations that an e-bike that tried to transport the victim to the hospital was apprehended by traffic enforcers.

Arce said the allegations are being looked into as CCTO personnel do not usually apprehend vehicles carrying passengers who need immediate medical help.
