Pasay gets improved ranking in BLGF’s list of top-performing LGUs

The Pasay City government headed by Mayor Emi Calixto-Rubiano was named by the Department of Finance (DOF) as one of the top-performing local government units (LGUs) in the National Capital Region (NCR).

The Bureau of Local Government Finance (BLGF) of the DOF issued Memorandum Circular No. 017 2024 in recognition of the National Top Performing Provinces, Cities, and Municipalities in Strengthening Local Government Finance for Fiscal Years (FY) 2022 and 2023 on August 19, 2024, signed by BLGF Executive Director Consolacion Agcaoili. 

 The memorandum circular stated that Pasay City has improved and excellently performed in the four categories of the bureau’s top-performing local government units through the efforts of City Treasurer Emil Tecson and the dedicated rendered services of his staff.

The four categories are the Local Source Revenues (LSRs) in Nominal Terms; Ratio of LSRs to Total Current Operating Income (TCOI); Year-on-Year Growth in LSRs; and the Total Current Operating Expenditures (TCOE) per capita.

Pasay City placed eight in the top 10 cities list for FY2022 with 5,995.22 local revenues (in PHP millions) and moved up a step higher, placing seventh for FY2023 garnering 7,347.71 local revenues.

The city has maintained its Rank 3 position in the Ratio of LSR to TCOI with a ratio of 77.81% in FY2022 and posted an increase of more than 5% for FY2023 with 82.97%.

In the year-on-year growth in LSR, Pasay has improved its position in the Top 10 Highly Urbanized Cities from 9th overall in FY2022 having a ratio of 8.11 to an overwhelming 3rd spot for FY2023 with 22.56 ratio behind the leaders Quezon City and Makati City who took the first and second positions, respectively.

Pasay has likewise improved its rankings in the category TCOE per capita which is composed of expenditures on personal services, and financial expenses for general public services; education, culture and sports/manpower development; health, nutrition and population control; labor and employment; housing and community development; social services and social welfare; economic services; and debt service on interest expense and other charges.

Placing 5th in the top 10 cities for FY2022 in the TCOE per capita with 12,059 expenditures per capita, Pasay moved up to the third spot with an expenditures per capita of 15,816 behind top contenders Makati City and San Juan City.

 The Plaques of Recognition of the top five LGUs per Performance Area per LGU level for both FY2022 and 2023 will be awarded on October 9, 2024 while the remaining awards of the top-performing LGUs will be subsequently awarded by the BLGF Offices concerned.
