DOLE releases freedom of association guidelines in Bicol


The Department of Labor and Employment (DOLE) has introduced the Omnibus Guidelines on the Exercise of Freedom of Association (FOA) in the Bicol Region to bolster workers' rights and foster a more equitable labor environment.

Held as a one-day event, the initiative sought to inform stakeholders, particularly those in the private sector, about their rights to organize, engage in collective bargaining, and participate in lawful trade union activities.

The guidelines outline the responsibilities of various stakeholders—including government agencies, employers, and workers—in creating an environment where freedom of association is not only protected but actively promoted.

DOLE said the guidelines are in line with International Labour Organization (ILO) Conventions 87, 98, and 151.

“Upholding the role of FOA is crucial for ensuring that workers’ rights are respected and protected throughout program implementation,” the agency said.

At least 94 participants from workers’ associations, unions, and private establishments attended the rollout sessions.

The event featured a thorough overview of the guidelines and an open forum where participants could raise concerns and seek clarifications.
