‘Dapat todo-todo’: Gabriela solon urges AMLC to expedite freeze of Guo, Quiboloy assets

Gabriela Women’s Party-list Rep. Arlene Brosas is pressing the Anti-Money Laundering Council (AMLC) to hasten its efforts to freeze bank accounts and other assets linked to dismissed Bamban, Tarlac Mayor Alice Guo and the detained Pastor Apollo Quiboloy.

“Yung mga makapangyarihan tulad ni Alice Guo at Quiboloy, we should go after them ng todo-todo,” Brosas said during the plenary deliberations on Wednesday, Sept. 18.

(Those who are powerful such as Alice Guo and Quiboloy, we should go after them with all our might.)

Brosas, in her interpellation, expressed disappointment that the government has yet to freeze all assets of Guo and Quiboloy.

Ako Bicol Party-list Rep. Jil Bongalon, the designated budget sponsor of AMLC, said they are still in the process of seeking all assets that are related to Guo and Quiboloy.

“The efforts of looking for the freezing of the accounts are still ongoing,” said Bongalon.

In the case of Guo—who is under investigation for her links to illegal Philippine Offshore Gaming Operators (POGOs)—AMLC has a freeze order on 13 properties with a total appraisal of P464,986,600.

Bongalon said bank accounts and motor vehicles of Guo subject to freeze order amount to P199,770,087 and P76,388,200, respectively.

According to reports, the dismissed mayor has more than 30 bank accounts that are allegedly connected to POGOs. With the number of accounts, Brosas believe that AMLC is still missing several more based on the figures resulting from the freeze order.

“Kung 30 bank accounts ang mayro’n sila, ano na lang ‘yan sa ginawa ninyo,” she said, while gesturing a tiny amount with her fingers.

In response, Bongalon pointed out that AMLC had early struggles in pursuing Guo's assets as the agency observed attempts to sell such properties.

“Nakakalungkot po sabihin sapagkat ‘yung nag-umpisa ‘yung kontrobersiya na kinakaharap ni Mayor Alice (It's sad to say because when the controversy involving Mayor Alice started), there were already attempts of disposing the properties,” the lawmaker said.

“In fact, may mga na-withdraw na po na bank accounts and, in fact, ‘yung mga property ay binibenta ng mababang halaga,” he added.

Meanwhile, as of Aug. 31, AMLC has frozen assets of Quiboloy totaling P85,829,978.

Brosas likewise asserted that this figure seems to be still far from the life of luxury of the self-proclaimed “Appointed Son of God”, as she noted that Quiboloy has several private planes.

“P85 million? Medyo mabagal po ‘yan (That’s a bit slow),” she told AMLC.

Quiboloy, the leader of the Kingdom of Jesus Christ (KOJC), is currently detained in Camp Crame in Quezon City for charges of human trafficking and child abuse.
