Be the voice: Pasig City to bring participatory planning to barangays


The local government of Pasig has started to bring the “Barangay Development Planning through Participatory Resource Appraisal” or BDP-PRA project to barangays to listen to the voices of residents and have them participate in development planning in their districts.

The project is in line with the continuous participation of Pasigueños in governance, especially in planning for the development of the city.

Under the BDP-PRA project, the concept of community-based planning will be introduced to the city's barangays, encouraging the residents or communities to join in the development planning process.

The city government also said that BDP-PRA is a “bottom-up approach” that emphasizes the knowledge of residents about the real condition of their barangays and community ownership.

Last April 22 to 24, a facilitators' orientation on the rollout of BDP-PRA was conducted in five barangays -- Kapitolyo, Manggahan, San Miguel, Santolan, and Sto. Tomas -- the pilot areas of the project.

Around 60 participants, including barangay government staff and community volunteers from the five pilot barangays, completed the three-day orientation.

Some civil society organization (CSO) leaders also joined the orientation. 

Also present in the orientation were representatives from the Pasig City CSO Academy, personnel from the CSO, and homeowner association (HOA) desks under the Office of the City Mayor. 

The training was divided into five modules consisting of 13 sessions which prepared the potential facilitators for the rollout of the BDP-PRA. 

The 13 sessions were alternately supervised by the Institute of Politics and Governance, the Office of the City Mayor, the City Planning and Development Office, and the Pasig City CSO Academy.

The local government said that trained facilitators will be tapped for the rollout of the BDP-PRA in August.
