HEIs such as Mapua University, De La Salle University (DLSU), Far Eastern University (FEU), Colegio de San Juan de Letrán (CSJL), University of Santo Tomas (UST), Manila Central University (MCU), St. Paul University Manila (SPUM), University of the East (UE), National University (NU), and Philippine Normal University (PNU), have announced class suspensions.

Similar announcements were made by the Centro Escolar University (CEU), University of the Philippines Manila (UPM), Ateneo de Manila University (ADMU), University of the Philippines Diliman (UPD), City of Malabon University (CMU), Universidad de Manila (UDM), and Pamantasan ng Lungsod ng Maynila (PLM).

ADMU has implemented a "special" work arrangement for its employees affected by heavy rains.

“Affected employees are allowed to work from home after obtaining permission, or they can file for emergency leave if working from home is not possible for them,” ADMU said.

UPD also implemented a WFH arrangement, but units responsible for essential functions, such as the University Health Service, UPD Police, Public Safety and Security Office, Special Services Brigade, and Campus Maintenance Office, are asked to report on-site.

"Offices that are expecting in-person transactions are enjoined to have the minimum number of needed on-site staff members," UPD said.

"Conferences, seminars, and other events will push through unless declared otherwise by the organizers," it added.
