Professor Clarita Carlos took to Facebook recently to lament over government initiatives that "withered away" due to a change in people at the helm of an agency.
Case in point were two bus rapid transit (BRT) programs that her team supposedly designed for the Metropolitan Manila Development Authority (MMDA).
"Sometime back, my team was engaged by MMDA for 6 years…We designed the BRT EDSA and BRT C5, which later just gathered dust somewhere, as the national leadership had other plans," Carlos wrote.
"We also enhanced the capabilities of the MMDA Institute of Traffic Management," added the former national security adviser of President Ferdinand "Bongbong" Marcos Jr.
"Sadly, when there was change of leadership at MMDA, all the previous seeds we planted which became robust, just WITHERED AWAY!" she regretfully shared.
"Such is the lot of many similar efforts elsewhere," said Carlos, 76.
Carlos is currently House Speaker Martin Romualdez's chief policy adviser on security and defense concerns.
