Mayor Vico: Labor, management rights protected thru TIPC

Pasig City Mayor Vico Sotto assured Pasiguenos that the rights and dignity of both labor and management sectors in the city will be upheld and protected through the newly formed Tripartite Industrial Peace Council (TIPC).

"Itong TIPC ay magiging susi para sa mas maayos na ugnayan at relationship ng ating mga employer at labor force sa Pasig (The TIPC will become the key to better communication and relationships of our employers and the labor force in Pasig),” Sotto said.

“Proprotektahan natin ang karapatan ng mga kompanya, gusto natin lumago ang ekonomiya at madami pang ma-hire na empleyado, pero kasing importante non, proprotektahan din natin ang karapatan at dignidad ng bawat manggagawang Pasigueno (We will protect the rights of companies, we want our economy to grow and hire many employees, but just as important as that, we will protect the rights and dignity of each Pasigueno laborer),” he added.

The local government, representatives from the labor and corporate sectors, and the Department of Labor and Employment (DOLE) formally signed on Monday, June 12, the implementing rules and regulations (IRR) of the ordinance establishing the Tripartite Industrial Peace Council (TIPC).

Among the signatories of the IRR were Mayor Sotto, Vice Mayor Robert “Dodot” Jaworski Jr., Councilor Simon Romulo Tantoco, Pasig Public Employment Service Office (PESO) Manager Jelene Sison-Lopez, and Director Lilibeth Cagara from the DOLE - National Capital Region (NCR) Pasig, Mandaluyong, Marikina, San Juan (PAPAMAMARISAN) Field Office.

Other officials from the labor, management, and government sectors also signed the IRR during the ceremony.

Ordinance 16-2023 or “An Ordinance Institutionalizing the Pasig City TIPC,” according to its author Councilor Tantoco, establishes a venue wherein various sectors can discuss the labor and socioeconomic policies set by the local and national governments.

The TIPC is a “trilateral relationship in our industrial sector,” said DOLE Asst. Regional Atty. Jude Trayvilla, who vowed the agency’s active support for the programs of Pasig City.

It will become the “communication channel” of the stakeholders to ensure their respective needs are met, issues are addressed, and insights are heard.

Sotto shared that the local government has experienced its own sets of problems and solutions which had been misinterpreted by some members of the public, noting how constituents inquire about the selection of labor cases that it chooses to intervene in.

"Ngayon po, ayaw natin lumagpas sa kapangyarihang binibigay sa atin ng batas. Kaya kung may nakita tayo within our jurisdiction na pwede tayo tumulong – pag may notice to strike ng maayos ang mga unyon, hinaaharangan, hinaharass, may physical violence – pumapasok po talaga kami pag ganoon (We don’t want to extend beyond the powers granted to us by the law. If we see something within our jurisdiction like harassment or physical violence of workers whose unions filed proper notices for strikes, we are compelled to come in and help),” Sotto said.

“Pero kapag may kaso, nandoon na po sa DOLE, sa tamang korte, hindi na po kami nakikialam doon dahil naniniwala po kami sa rule of law. Kailangan respetuhin natin ang batas at mga institusyon (However, if a case is properly filed at DOLE or the appropriate court, we no longer intervene because we believe in the rule of law. We have to respect the law and the institutions),” he clarified.

Through the TIPC, problems and disputes between the sectors will be swiftly resolved at the local level, preventing the cases’ escalation to national, judicial institutions, the mayor added.

"Walang umaasensong negosyo kung walang matibay na labor force behind it (No business thrives without a strong labor force behind it),” Vice Mayor Jaworski remarked.
