San Juan City signs MOU on crime reporting app


The San Juan City local government, together with the Department of the Interior and Local Government (DILG), Department of Information and Communications Technology (DICT), and the Philippine National Police (PNP), inked a memorandum of understanding (MOU) for the pilot testing and launching of its latest digital crime and emergency reporting application on Wednesday, Dec. 6.

San Juan City Mayor Francis Zamora, DICT Undersecretary for e-Government David Almirol, DILG Director for Information Systems and Technology Management Service Loida Linson, and Acting Director for ICT Management of Philippine National Police PGen. Neil Alinsañgan led the MOU signing as well as the launching and pilot testing of eReport and iReport at the San Juan City Hall Atrium.

“We are very happy to be partnering with DICT, PNP, and DILG in this project. Here in San Juan, we aim to further improve our crime reporting and resolution so we can continue to keep our residents safe in the community. Thus, this is a project that we are very excited to become a part of,” Zamora said.

Nagpapasalamat po ako na San Juan ang napili sa programang ito at alam kong makakatulong ito sa amin dahil mabilis na makakaresponde ang kapulisan (It's such an honor for San Juan to be chosen for this momentous project. This is a very historic day in San Juan because we are the very first city in Philippines to kick-off eReport and iReport. I would also like to express my gratitude for choosing San Juan for this program since I know how this would help improve the response time of our police)," he added.

Nandito na po ang “Bagong Pilipinas,” pero kayo po, matagal na kayong “Makabagong San Juan”. After San Juan, implement natin sa Metro Manila, Cebu, and then nationwide (Innovation is not just transformative. It’s a lifesaving system. When we were able to talk to PNP, they immediately created the PNP iReport system. In behalf of DICT, we are just starting. I would like to thank our mayor, the first to implement this technology. After San Juan, we will implement the system in Metro Manila, Cebu, and then nationwide)," Almirol said.

The iReport and eReport are a joint project of the DICT and PNP under the eGOvPH superapps, a single operating platform of the government that enables users to avail of frontline services using their mobile device.

The eReport is a customer feedback component where users can submit complaints, reports, concerns, issues about the government as well as report crimes as they happen in their community with just a few clicks in their phones. These reports will then be received via the Law Enforcement Management System or the iReport of PNP.

The app also integrates various government services into a single platform, allowing the public to easily report crimes.

The iReport will then forward the report to the nearest patrol officer on duty so they can respond to the crime report in just a few minutes and resolve the incident or hand it over to an investigator. The iReport also tracks and monitors the mobile devices of the patrol officers.

This will also record reports for the provision of statistical data to be used for planning and implementation.

During the simulations conducted by the PNP, the fastest response time recorded was at 1 minute and 37 seconds.

On Nov. 8, the city was chosen to be the pilot city for the said system.

due to the city government's responsiveness to innovation and Zamora's proactiveness.

On Oct. 25, San Juan City racked up citations from the DILG Urban Governance Exemplar Awards for its outstanding performance in the following functionality assessments:

- Anti-Drug Abuse Council Performance Audit
- Child-friendly Local Governance Audit
- Local Committee on Anti-Trafficking - Violence Against Women and their Children Functionality Audit
- Local Council for the Protection of Children Functionality Audit 
- Peace and Order Council Performance Audit
- Local Legislative Award
- Implementation of the Manila Bay Clean-up, Rehabilitation and Preservation Program

The mayor expressed his gratitude to the DILG and vowed the city government's continuous exemplary performance in implementing its programs and initiatives in improving the lives of residents under the "Makabagong San Juan" banner.  

In March, Zamora said he aims to share and implement the city's best practices against illegal drugs and criminality with other LGUs in the National Capital Region (NCR) as he underscored the importance of proper coordination between local governments and the national government in maintaining peace and order in the region.

"'Yung mga best practices natin, na isa sa mga magagandang characteristic ng aming samahan bilang mga mayors, ay 'yung best practices ay pwede naming i-implement sa aming mga lungsod. Hindi nagkakaroon ng inggitan, hindi nagkakaroon ng isyu kung gagayahin n'ya ang mga magagandang bagay (Sharing the best practices of our respective localities with each other is one of the good characteristics of our relationship as mayors. No one is being envious of one another and there is no issue in replicating the best practices of other cities)," Zamora, who is also the Metro Manila Council (MMC) president and Regional Peace and Order Council (RPOC) chairman, said.
