BSP’s legal book to help ‘rule of law’


The Bangko Sentral ng Pilipinas (BSP) may be planning to publish more legal-based books in the coming years after the launch of “Banking Laws of the Philippines Annotated” last May 26, 2023.

The BSP published its first 733-page banking law book to provide “regulatory clarity, aid compliance” and a “historical record of legislative changes in the country’s banking landscape.”

The BSP announced recently that the book is available for purchase through its online store and physical branches of Rex Bookstore nationwide. It consolidates and updates an earlier three-part series that featured the New Central Bank Act, the General Banking Law, and the Special Banking Laws.

“The BSP hopes that with proper guidance, this book will help ensure that the rule of law is followed in the field of banking,” according to BSP Senior Assistant Governor and General Counsel Elmore O. Capule. He said this during the launch as the book’s editor-in-chief.

The book attracted some 300 representatives from the banking community during its launch. The event was attended by participants from the following sectors: the judicial, legislative, and executive branches of government; the legal industry; the academe; and the media.

The book “provides legal explanations of relevant laws to help industry practitioners, members of the judiciary, and law students apply and interpret banking laws and regulations,” said the BSP.

The book also covered recently enacted laws, such as the National Payment Systems Act, the Financial Institutions Strategic Transfer Act, and the Financial Products and Services Consumer Protection Act.

For its part, Rex Bookstore noted that the publication will benefit not only law students and practitioners, but also all Filipinos who avail of banking services, both digital and traditional.

The BSP included in-depth perspectives using a topical format “in tackling the powers and functions of the BSP and the business of banking in the Philippines.”

The book is published and distributed by Rex Book Store Inc., one of the country’s leading publishing house of educational books since the 1950s.
