QC cops arrest actor Ricardo Cepeda for syndicated estafa in Caloocan


Members of the Quezon City Police District (QCPD) arrested an actor for syndicated estafa in Caloocan City on Saturday, Oct. 7.

QCPD Criminal Investigation and Detection Unit operatives led by Maj. Don Don Llapitan collared Richard Go also known as “Ricardo Cepeda,” 58, of Pasig City, by virtue of warrant of arrest for syndicated estafa under Article 315, (2) (a) of the Revised Penal Code (RPC) in relation to Presidential Decree 1689.

The warrant was issued by Sanchez Mira, Cagayan Regional Trial Court  Executive Judge Gemma P. Bucayu-Madrid.

The PD No. 1698 (Section 1) states that “any person or persons who shall commit estafa or other forms of swindling as defined in Article 315 and 316 of the RPC, as amended, shall be punished by life imprisonment to death if the swindling (estafa) is committed by a syndicate consisting of five or more persons formed with the intention of carrying out the unlawful or illegal act, transaction, enterprise or scheme, and the defraudation results in the misappropriation of money contributed by stockholders, or members of rural banks, cooperative, "samahang nayon(s)", or farmers association, or of funds solicited by corporations/associations from the general public.”

The actor’s arrest was made by the police on No. 101 Mabini St., Maypajo, Caloocan City at around 11 a.m. on Saturday.

Police said the court of origin of the warrant will be notified regarding the actor’s arrest.

“Patuloy din po ang inyong kapulisan sa paghahanap sa mga wanted persons para ma siguro ang kaligtasan ng bawat isang mamamayan ( The police continues to find wanted persons to ensure the safety of the citizens),” QCPD Director Brig. Gen. Redrico Maranan said.
