Mandaluyong City Mayor Benjamin Abalos Sr., Vice Mayor Carmelita “Menchie” Abalos, and representatives of the Project Inclusion Network Inc. signed the memorandum of agreement (MOA) for the program on Monday, Feb. 13.

The MOA signing was made possible through the passage of Resolution No. 3214, Series of 2022, signed by Mayor Abalos last Dec. 16, 2022, approving the partnership between the local government and the NPO.

According to the resolution, the “Scaling Up Capacities of Community-based Enterprises for the Economic Empowerment of PWDs” or “SUCEED” program aims to “develop and improve the capabilities of PWD-led local enterprises and promote inclusive and sustainable business practices.”

The program also seeks to realize the rights of PWDS to a full and productive life through employment and entrepreneurship opportunities as enshrined in Republic Act No. 7277 or the Magna Carta for Disabled Persons.

It will utilize organizational development and partnerships with local economy stakeholders, and provide access to start-up capital and long term market support for the beneficiaries.

The program will be led by the Persons with Disabilities Affairs Division. The City Legal Department will oversee the rights and obligations of the local government and the NPO in fulfillment of the program.

The pilot implementation of the program will be conducted for one year but may be extended as agreed upon by both parties.
