Albay Ahead: A new vision for Albay as the powerhouse of the South


Albay Ahead is Albay Rep. Joey Sarte Salceda’s vision that would make Albay the most dynamic, most competitive, and most prosperous province in Southern Philippines.

It capitalizes on Albay’s earlier achievements in human development.

These include AHECS, the first universal college scholarship program in the country that was established during the term of then-Governor Salceda.

There, too, is the Albay Health Program, also instituted Salceda’s term, which became the model for nationwide no-balance billing, and an example for the Universal Health Care Program.

The Bicol University College of Medicine in Daraga, Albay, was also championed by Salceda as the country’s first tuition-free state college of medicine.

The Bicol Regional Hospital and Medical Center (BRHMC), which was established with the passage of Republic Act 11719 as authored by Salceda, is now being regarded as the Philippine General Hospital (PGH) of the south.
