QC gov't launches online Market One-Stop Shop


The Quezon City government launched on Tuesday, Jan. 31, the Market One-Stop Shop (MOSS), an interlinked digital system that allows market vendors and operators to conveniently apply for market stalls and renew various permits online using their phones or computers.

The city government said that the MOSS, spearheaded by the Market Development and Administration Department (MDAD), was envisioned to be the future for efficient management of market-related activities in the city that hopefully be replicated by other local government units (LGUs) in the country.

It added that the MOSS is integrated with the QC e-Services portal to further streamline the overall management process and public access to the services provided by the city.

Quezon City Mayor Joy Belmonte said that the system is part of her advocacy on good governance and was made to reduce long processes when residents apply for required permits and other services, as well as to remove corruption when doing transactions.

Business Permit and Licensing Department head and MDAD Officer-in-Charge Margarita Santos said that the MOSS was launched to empower city markets which are considered as the primary commerce centers of the LGU where its constituents access their basic needs.

During the event, audio visual presentations were shown, demonstrating the features or steps on how the public and private market vendors and operators can check and apply for available stalls in the city’s public markets, renew/transfer stall lease applications or pay rents, and apply for franchise to operate using the online system.

The MDAD targets to make the applications and services complete in less than five minutes.

Hawkers or those who travel around the city to sell goods and ambulant vendors can also apply for or renew their vending permits through the system. It also has features where MDAD staff can check and analyze data to improve their services.

To access the MOSS, vendors should visit the QC e-Services website through https://qceservices.quezoncity.gov.ph.

Santos said that through the MOSS, they can also ensure that vendors who will occupy the available stalls in the markets are those who register online. It also has a queue for the applicants to identify who should be prioritized to be given a stall.

The mayor said that all the services of the city government, including programs for education, medical assistance, and livelihood, were brought online to ensure that the processes as well as opportunities were given fairly for all citizens.

“Tayo ang lungsod na kung saan lahat ng serbisyo ay hundred percent online, kasi hindi tayo naniniwala na ‘yang mga negosyante lang ‘yung dapat kumportable, pati ‘yung mga pangkaraniwang mamamayan na kailangan ng serbisyo mula sa lungsod dapat kumportable din siya (We are the city where all services are one hundred percent online, because we don't believe that only businessmen should be comfortable. Ordinary citizens who need services from the city should also be comfortable),” the mayor said.

“Sa pamamagitan ng programang ito ay patas ang lahat, at ‘yan ang number one o isa sa pangunahing elemeno o karakteristiko ng isang sinasabi nating well-governed society where everything is fair for all involved and wala pong hindi tamang nangyayari sa ating pamamalakad (Through this program, everything is fair, and that is the number one or one of the main elements or characteristics of what we call a well-governed society where everything is fair for all involved and nothing wrong is happening in our management),” Belmonte said.

Also present during the event were Metropolitan Manila Development Authority (MMDA) General Manager Policarpio Lipana, City Administrator Micheal Alimurung, city councilors, city department heads, market masters and vendors.
