A man who attempted to kidnap three minors was arrested by the operatives of Talipapa Police Station (PS 3) in Brgy. Bahay Toro, Quezon City on Tuesday, Dec. 13.

Police Lt. Col. Mark Janis Ballesteros, PS 3 commander, identified the suspect as Prince Bulawan, 26, a resident of Brgy. Bago Bantay, Quezon City.
According to the report, the victims aged 9, 12, and 13, along with their relatives, were on the streets of San Beda Libis, Brgy. Bahay Toro at around 2:45 p.m. on Tuesday when the suspect approached them.
The suspect told them that he was robbed near a grocery mall located along Congressional Ave. but managed to escape.
He then held the minors and promised to treat them at a fast food chain and give them clothes.
They walked along the stretched of Congressional and Visayas Avenues up to Tandang Sora Ave.
The suspect flagged down a taxi but was refused by the driver.
A concerned citizen, who noticed the suspect acting suspiciously, informed a patrolling officer nearby who immediately responded, leading to the arrest of Bulawan and rescue of the minors.
The suspect is now under the custody of PS 3 and will be charged with kidnapping and violation of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
Quezon City Police District (QCPD) director Police Brig. Gen. Nicoles Torre III, meanwhile, reminded the public, especially the parents "to be extra vigilant and closely monitor their children to avoid such incident."
