At the height of the Covid-19 pandemic, commuters transitioned to the use of bicycles as their main mode of transportation after public utility vehicles (PUVs) were limited as part of the public health and safety protocols against the virus.

Former President Rodrigo Duterte signed Proclamation No. 1052 on Nov. 18, 2020 declaring every 4th Sunday of November as National Bicycle Day.

Proclamation No. 1052 was issued to ensure ecological integrity and a clean and healthy environment by raising public awareness on eco-friendly technologies, systems, and practices.

"There is a need to highlight the importance of non-motorized transportation as a means of fostering sustainable development and promoting environmental health that is conducive to the physical health and well-being of all Filipinos," the proclamation read.
