With this, Garcia said in a press conference that they plan to conduct activities such as the filing of Certificate of Candidacy (COC) by December 2022.

For the special elections, Garcia disclosed that it will be automated since less will be spent through the use of 90,000 machines for merely 500 precincts. He even mentioned that each precinct can even have 10 machines.

Newly-registered voters, however, will not be allowed to participate yet in the said polls since the Election Registration Board (ERB) has not yet approved applications of new voters by that time.

As for the filing of COCs, Garcia said that if only one candidate will file, they will immediately proclaim him or her in accordance with the law.

In July, the House of Representatives (HOR) passed a resolution declaring a vacancy in the 7th District of Cavite which was left vacant when Jesus Crispin Remulla assumed as Secretary of the Department of Justice (DOJ).

The Comelec En Banc has designated Commissioner Marlon Casquejo as the one in charge of the special elections in Cavite.
