DICT: Roaming mobile users covered by SIM Registration law 


All SIM cards that have been issued or connected to the country’s telecommunications companies (telcos), even if used overseas, are covered by the SIM Registration Law, the Department of Information and Communications Technology (DICT) on Wednesday, Oct. 12, said.

In a press briefing of the Office of the Press Secretary, DICT Secretary Ivan John Uy explained that all SIM cards by mobile users here and abroad will be included in the recently signed law.

“All SIM cards connected to telcos in the country, including roaming SIM cards, will be covered by the newly signed SIM Card Registration law,” Uy said in a mix of English and Filipino.

Uy explained that if the mobile user or holder is out of the country, “they will receive a text message from the telco themselves to ‘please go to this site or open the app’.”

Since most of the telcos in the country already have existing mobile applications, Uy said that SIM card users can use these apps to sign in and verify their identity.

Recognizing that some existing mobile applications have limitations, Uy said that necessary adjustments may have to be made which will include other personal details as required under the SIM registration law.

For instance, Uy said that the SIM card user may be asked to present a government-issued ID such as a passport or driver’s license, among others, to verify his or her identity as part of the registration process.

On Oct. 10, President Ferdinand “Bongbong” Marcos Jr. signed Republic Act No. 11934, also known as An Act Requiring the Registration of SIM Cards.
