LTO-7 probes illegal issuance of driving certificates


CEBU CITY – The Land Transportation Office-Central Visayas (LTO 7) is closely monitoring some driving schools allegedly issuing certificates to driver’s license applicants even without appearing for the theoretical and practical driving course.

"We are conducting an investigation because of this allegation that some driving schools are issuing certificates and all you have to do is pay which is illegal,” said LTO 7 Director Victor Caindec.

Caindec said the LTO 7 received reports that two driving schools are offering “no appearance” theoretical and practical certificates.

He encouraged those who have knowledge of the malpractice to execute an affidavit to formalize the complaint.

"We need to make sure that the supposed complainants should execute an affidavit to make it fair,” said Caindec.

Caindec assured that reports of driving schools engaging in illegal activities are being seriously looked into by LTO 7.

Reports of illegal practices that are being offered in Facebook Marketplace are being forwarded to the National Bureau of Investigation, Caindec said.

"All driving schools are being monitored. We have what we called index ratio of their capacity versus their actual outputs. With the index capacity as a measure, it tells us whether there is something off with their data but what we are looking for is if there is an actual complainant,” said Caindec.

Caindec also revealed that there are driving schools operating not within their Geographical Areas of Responsibility (GAOR) but are putting their services in Central Visayas especially in Cebu.

Aside from the cancellation of their accreditation, Caindec warned that the LTO 7 will file appropriate charges against erring private driving schools.

Caindec said there are more than 80 accredited private driving schools accredited in Region 7.
