Cases vs former Iloilo District Jail warden start

ILOILO CITY – The Bureau of Jail Management and Penology (BJMP)-Region 6 (Western Visayas) said the former warden of the Iloilo District Jail (IDJ) is facing administrative charges after more than 100 Persons Deprived of Liberty (PDLs) staged a protest on Aug. 24 due to inedible food.

Atty. Anthony Dogelio, BJMP-6 spokesperson, said Jail Chief Insp. Norberto Miciano Jr. is facing cases of gross neglect of duty and failure to exercise command responsibility.

Aside from Miciano, also facing administrative cases are the IDJ’s chief of security and two on-duty personnel.

“It will be determined if there’s really liability on their part,” Dogelio said on Thursday, Oct. 6.

Dogelio said that they are still on duty pending investigation.

The three were reassigned to other areas while Miciano is at the BJMP-6 regional office here.

More than 100 prisoners climbed atop the roof of the IDJ in Pototan, Iloilo and held noise barrage to complain of inadequate food rations.

They held signboards claiming “Gutom kami! (We’re hungry!).”

During the protest, they asked the BJMP to remove Miciano from his position.
