The DPWH said an alternate route from Ilocos Norte to Region 2 (Cagayan Valley) and vice versa is the Ilocos Norte-Apayao Road.

Motorists can also reach Tuguegarao City, Cagayan via Conner, Apayao Road-Kabugao, Apayao-Calanasan, Apayao-Solsona, Ilocos Norte and the Claveria, Cagayan-Calanasan Junction Namaltugan going left to Kabugao Apayao going right to Solsona, Ilocos Norte with one lane passable due to ongoing project.

However, only 4×4 vehicles can use these two alternate routes and that motorists have to cross three rivers, the DPWH said.

One river crossing has a standby loader to assist motorists while the two other river crossings are passable with caution. Motorists are advised to take safety precaution while travelling these alternate routes.
