3 men arrested, 2 minors rescued in anti-illegal gambling operation in Muntinlupa 


The Muntinlupa police arrested three men and rescued two children in conflict with the law (CICL) in an anti-illegal gambling operation on Wednesday, Sept. 14.

Southern Police District acting director Kirby John Kraft said the Muntinlupa police’s intelligence section also recovered an illegal firearm and ammunition during the operation.

He identified the arrested men as Arjohn Callao, 29; Tristan Balaguer, 40; and Ronald Topaze, 39. The CICL were 16 and 17 years old.

The police received a report from a citizen that the group was engaged in illegal gambling activity by playing “cara y cruz” with bet money.

Recovered from the scene were P1,000 bet money while a .38-caliber firearm loaded with two pieces of live ammunition was confiscated from Callao.

The three men will be charged with violation of Presidential Decree 1602 on illegal gambling while Callao will also face a complaint for violation of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) for illegal possession of a firearm and ammunition.

The two CICL were turned over to the Bahay Pag-asa.

Under Republic Act 9344 (Juvenile Justice and Welfare Act of 2006), a child is defined as anyone under 18 years old while a CICL "refers to a child who is alleged as, accused of, or adjudged as, having committed an offense under Philippine laws."
