Due to the rain, the flag raising was held at the Comelec Session Hall instead of outside the Palacio del Gobernador building in Intramuros, Manila.

In his speech, Garcia again spoke of his desire for the poll body to have its own building.

"It has long been our dream for Comelec to have it own building," he said.

Garcia earlier appealed to Congress to give them a budget so they can start the construction of their own building at their 3-hectare property at the Diosdado Macapagal Boulevard in Parañaque City.

The Comelec is currently leasing several facilities, including the 5th, 7th, and 8th floors of the Palacio del Gobernador building.

"We should have our own building because the money we spent for the spaces we are leasing can already build 10 buildings," said Garcia.

"I promise you one thing, whether I am confirmed or not, no matter how long I stay here at Comelec, I will not leave here with the building not finished or started," he added.
