Dalipe is asking the Sangguniang Panlungsod of Zamboanga to issue the declaration amid the spread of the disease from an initial five to more than 20 barangays.
The Sangguniang Panlungsod has yet to act on the request by the Office of the City Mayor.
The declaration will allow the city government to use calamity funds to address the ASF outbreak, grant indemnification for depopulation, and implement other measures to stop the spread of ASF.
City Councilor Frederick Atilano has requested the city administrator to have the request certified as urgent.
Zamboanga City was classified under the Red Zone or an outbreak zone by the Bureau of Animal Industry of the Department of Agriculture in May when the outbreak was first declared.
As of July 29, ASF has affected 22 barangays with 2,782 swine mortalities and 770 swine raisers.
