Quezon City, Makati, Manila, Cainta, Limay and Carmona emerged as the top cities and municipalities in the Philippines with the highest locally sourced revenues (LSRs) in 2021.
The Department of Finance’s Bureau of Local Government Finance (BLGF) revealed the country’s top performing provinces, cities, and municipalities in local revenue generation last year.
It ranked local government units (LGUs) based on highest LSRs; collection efficiency of LSRs, and year-on-year growth in LSR.
LSRs “are collections generated by LGUs from real property tax, tax on business, other taxes, regulatory fees, service/user charges, and receipts from economic enterprises,” according to BLGF.
The top 10 cities in the Philippines with the highest local revenues in 2021 are:
1. Quezon City - P22.915.97 billion
2. Makati City - P13.777.25 billion
3. Manila City - P11.566.81 billion
4. Taguig City - P10.753.58 billion
5. Pasig City - P8.693.27 billion
6. Parañaque City - P6.288.57 billion
7. Pasay City - P5.395.28 billion
8. Davao City - P5.118.48 billion
9. Mandaluyong City - P4.327.90 billion
10. Valenzuela City - P3.890.31 billion
The top 10 municipalities in the Philippines with the highest local revenues in 2021 are:

3. Carmona, Cavite - P761.18 million
