In a statement, the Comelec EU described Garcia as a "brilliant election lawyer and an outstanding communicator."

"We believe President Marcos made the perfect choice in naming him to lead the Comelec," the group said.

The Comelec EU, however, expressed hope that the President will consider naming insiders to vacant Commissioner posts.

Malacañang announced the appointment of Garcia on Monday.

With his appointment, there are now two poll commissioner seats vacant in the seven-man poll body.

The present Commissioners of the poll body are Socorro Inting, Marlon Casquejo, Aimee Ferolino, and Rey Bulay.
