Parañaque LGU opens Serbisyo Center


The Parañaque City government launched Express Lingkod Office (ELO) Serbisyo Center, a part of the distinctive collective approach of the city government in upscaling the quality and delivery of public services to its constituents at Ayala Malls-Manila Bay on Tuesday, June 28.

Mayor Edwin Olivarez and Ayala Malls president Christopher Maglanoc led the launching of ELO Sebisyo Center which is located at the 4th floor of the mall.

Olivarez said the ELO-Serbisyo Center is the first of its kind in the country as it brings together under one roof all frontline services of the city government.

“This one-stop shop, a partnership of Ayala Malls and the city government, seeks to provide every government related-transaction in one accessible and convenient location,” Olivarez said.

Present during the launching were Trade Secretary Ramon Lopez, Interior Secretary Eduardo Ano, Health Secretary Francisco Duque III, Anti-Red Tape Authority acting director Ernesto Perez, and Paranaque City's Mayor-elect Eric Olivarez.

The multiple services to be offered at the Serbisyo Center include business and building permits application, Covid-19 vaccination, and the issuance of senior citizen cards.

Job applicants and employees can also secure mayor’s permit to work, their health certificate, cedula, police clearance, authenticated birth certificate, marriage certificate and certificate of no marriage in the center.

Maglanoc said they signed a memorandum of agreement with the city government offering a 500 sq m. space at the Ayala Malls-Manila Bay for the immediate operations of the Serbisyo Center.

Lawyer Melanie Malaya, city’s business permit and licensing office chief, said that employees who want to renew their permits, particularly those working in several world class hotel and casino and malls located at the Entertainment City, will no longer need to go and queue at the city hall.

Malaya said ELO-Serbisyo Center is the single window application system through which the applicant could submit all application forms and documents in a single window only.

She said the transaction shall be processed without the applicant having to do the routing of the documents himself, thus minimizing the number of steps and interaction.
