Palace issues EO expanding public school teachers' career progression


Days before the Duterte administration ended, Malacañang issued Executive Order (EO) No. 174, establishing the expanded career progression system for public school teachers.

Executive Secretary Salvador Medialdea signed EO 174 by the authority of President Duterte on June 23, 2022.

In his EO, Duterte cited the need to revise and update the career progression system for public school teachers to provide more opportunities for professional growth and career advancement.

The President furthered that this expanding the career progression system would keep teachers motivated to provide quality education to learners.

The newly established system aims to promote professional development and career advancement among public school teachers and define their career lines within the public school system, specifically in the primary and secondary levels, including the Senior High School.

Under the expanded system, the classes in the Classroom Teaching Career Line shall be as follows:

  • Master Teacher I
  • Master Teacher II
  • Master Teacher III
  • Master Teacher IV
  • Master Teacher V

Meanwhile, the classes in the School Administration Career Line shall be as follows:

  • School Principal I
  • School Principal II
  • School Principal III
  • School Principal IV

Advancement to the Master Teacher I and School Principal I positions shall require attaining the minimum qualifications prescribed by the Civil Service Commission (CSC).

Those seeking to advance to Master Teacher I must meet the teaching proficiency level equivalent to Career Stage III (Highly Proficient) of the Philippine Professional Standards for Teachers.

On the other hand, those seeking advancement to School Principal I must also meet the desired proficiency level for school heads as defined in the Philippine Profession Standards for School Heads. They must also pass the school head assessment conducted by the Department of Education (DepEd).

In line with this, the incumbents of the following positions may be promoted or reclassified for the said School Principal positions:

  • Assistant School Principal I
  • Assistant School Principal II
  • Assistant School Principal III

A Master Teacher I may also be classified to a School Principal position upon promotion within the School Administration group.

Upon achieving the qualifications and proficiency level required for Master Teacher I, a teacher may pursue the Classroom Teaching Career Line or the School Administration Career Line.

A teacher pursuing a promotion to Master Teacher II shall continue upwards in the Classroom Teaching Career Line. In contrast, for those opting for a career as School Principal I shall continue upwards in the School Administration career Line. Despite this, teachers will be allowed to switch career lines if they meet the qualifications and competencies for the other position.
