MMDA, NCR LGU traffic bureaus discuss regulation of e-bikes, e-scooters

The Metropolitan Manila Development Authority (MMDA) met with the local traffic bureaus in the National Capital Region (NCR) and discussed the guidelines regarding the regulations governing the use of electronic vehicles.

This, after the MMDA monitored several accidents involving e-bikes and e-scooters since January this year.

Lawyer Victor Nuñez, head of the MMDA Traffic Discipline Office (TDO) for Enforcement, said they will be enforcing the Administrative Order 2021-039 of the Land Transportation Office to ensure the safety of the e-bikes and e-scooters users.

The LTO administrative order consolidated the guidelines guidelines in the classification, registration, and operation of all types of electric motor vehicles.

While some types of e-bikes and e-scooters are not required to be registered to the LTO, Nuñez said the same administrative order stated that they are limited to barangay roads and roads that would be designated by the local government units.

"The regulation of e-bikes and e-scooters is based on their category and specifications, such as maximum speed limit, weight, and others," said Nunez.

He also clarified that the regulation on e-bikes and e-scooters is not based on the Republic Act 11697 which was crafted to enhance the electronic vehicle industry in order for lessen dependency on fuels amid the roaring prices of oil products.
