In the Commission on Elections’ (Comelec) Presidential Debates 2022 Part two, all presidential candidates were asked if corruption is due to the weakness of a human or a weakness of the system.

Like what he had done in Manila, Domagoso said he will limit human discretion in government transactions if elected.

“Yes, it’s the system. To solve it, limit human discretion in government transactions by adapting to technology. ‘Yun yung i-specific kong gagawin katulad ng ginawa namin sa Maynila (That’s the specific thing that I will do like what we did in Manila),” he said.

In Manila, Domagoso said the public were able to pay their taxes without having to deal with government employees.

"Binigyan namin ng pagkakataon na magbayad ng buwis ang tao na wala siyang kinakausap na sinuman at siya ay nakapagbabayad ng matiwasay. Hindi na siya nagiging biktima ng mga fixer na pagala gala sa mga ahensya o departamento ng gobyerno (We gave people the opportunity to pay taxes without talking to anyone and was able to pay safely. They no longer fall victim to fixers roaming around government agencies or departments),” he pointed out.

“Ganon din ang mga negosyante, we created certainty in our rules so that they are notified ahead of time on what they are going to do. These are the things that we have done (Same with businessmen, we created certainty in our rules so that they are notified ahead of time on what they are going to do. These are the things that we have done),” he added.

Citing the things he did in Manila, Domagoso said the city had earned the seal of good housekeeping.

“Nagawa sa Manila, kayang gawin sa buong bansa (We did it Manila, we can also do it in the entire country).”
