In the Commission on Elections’ (Comelec) Presidential Debates 2022 Part Two, Domagoso said he will support the strengthening of the CHR's fiscal autonomy.

“Yes, we will support it. We will fund it. Ample funding. Kung paano sila maging epektibo (How they can be effective),” he said.

“Siguro maganda... binibigyan natin ng pondo at proteksyunan ang karapatang pantao ng bawat pilipino, at the same time, karapatan din ng tao na makapamuhay ng payapa, may masisilungan, may maayos na edukasyon, may trabaho, may kapanatagan sa pamumuhay (Maybe it's good we provide funding and protect the human rights of every Filipino, at the same time, the human rights to live in peace, have shelter, have a good education, have a job, have a secured life),” he pointed out.

Domagoso maintained that human rights also means the right of every Filipino to have equal opportunities.

“Ang karapatang pantao, the way I look at it. is sa pangkalahatang karapatan ng bawat Pilipino na makapamuhay ng mapayapa, masagana, at may opportunidad at may pagkakapantay pantay sa harap ng batas. Hindi sa mayayaman lamang (Human rights, the way I look at it, is the universal right of every Filipino to live in peace, prosperity, and with opportunity and equality before the law. Not just for the rich),” he said.

The Manila mayor has been repeatedly promising that equal opportunities, regardless of social status, sexual preference, religious beliefs or political affiliations, will be provided to each individual if elected.
