Taguig LGU issues guidelines under Alert Level 1: Masks needed, full vaccination in gatherings


The Taguig City government has issued an updated list of guidelines covering rules under Alert Level 1 as set by the Inter-Agency Task Force (IATF).

From March 1 to 15, the National Capital Region including Taguig will be under Alert Level 1, the lowest community quarantine classification.

This is the first time that NCR was put under the lowest quarantine classification since the pandemic started in 2020.

Taguig’s guidelines are in accordance with the rules set by the IATF.

“According to the guidelines of the LATE· Alert Level 1 is declared for areas where case transmission is low and decreasing and total bed utilization rate and intensive care unit utilization rate is low,” according to Taguig Safe City Task Force Advisory No. 68.

It said well-fitted masks must be worn at all times except when eating or drinking; when participating in team and individual sports in venues where ventilation standards can be maintained: and, when playing sports or exercising in outdoor venues where physical distance can be maintained.

According to the Taguig task force, persons 18 years old and above need to present proof of vaccination before participating in gatherings or entry into indoor establishments.

These include:

A. In-person religious gatherings;

B. Gatherings for necrological services, wakes, inurnment, funerals for those who died of causes other than Covid-19 and for the cremains of the Covid-19 deceased;

C. All indoor dine-in services of food preparation establishments such as kiosks, commissaries, restaurants, and eateries;

D. All indoor personal care establishments such as barbershops, hair spas, hair salons, nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options;

E. Fitness studios, gyms and venues for exercise and sports;

F. All indoor cinemas or movie houses operating at full capacity;

G. Meetings, incentives, conferences, exhibition events, and permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers;

H. Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters;

I. Indoor ancillary establishments in hotels and other accommodation establishments;

J. Venues for election-related events

For fully vaccinated individuals who got inoculated in Taguig, they need to present their physical copy of their Taguig Vaccination Card or digital copy of their vaccination card.

Persons who got vaccinated in Taguig need to show the physical copy of their vaccination card or copy of their vaccination certificate from https://vaxcert.dh.gov.ph/; and a valid government-issued ID with picture and address.

Under contact tracing, “use of health declaration forms or paper-based contact tracing shall not be required and use of digital contact tracing such as the StaySafe.PH application is optional for all agencies and establishments. All establishments are highly encouraged to maintain a registry of guests or customers in order to aid epidemiological investigations.”

The Taguig guidelines also stated that “all private offices and workplaces, including public and private construction site shall be allowed to operate at full capacity. However, flexible and alternative work arrangements as deemed appropriate based on function or individual risk may continue. Agencies and instrumentalities of the government shall adhere to one hundred percent (100%) on-site workforce. All employers are must ensure that all employees working on-site are fully vaccinated. Employers are also highly encouraged to recommend to all their employees to be up to date with their vaccination status.”

Public transportation under Alert Level 1 will have full seating capacity and “the ‘No Face Mask, No Ride’ Policy shall be strictly enforced in all modes of public transportation or employee shuttle service. Passengers and drivers who willfully disregard this policy must be refused entry or prohibited from operating any public utility vehicle (PUV).”
