Paranaque City gov’t creates pre-disaster risk assessment core and analyst group


Paranaque City Mayor Edwin Olivarez issued an executive order creating the Paranaque Pre-Disaster Risk Assessment (PDRA) Core and Analyst Group that shall be responsible to gather risk information and formulate actions that would prevent or mitigate losses from calamities.

Olivarez said the PDRA core group will be headed by the Disaster Risk and Reduction Management (DRRM) office under Dr. Teodoro Gonzalez. Its members will be the City Social Welfare and Development (CSWD) head, Department of Interior and Local Government (DILG) city director, City Health Office (CHO) chief, General Services Office (GSO) head, city Police chief, city fire marshall, city Engineer, School Division superintendent, Public Information Office (PIO) chief, Traffic Parking and Management Office (TPMO) chief, and City Environment and Natural Resources Office (CENRO) head.

He said the PDRA core group shall initiate joint decisions and recommend actions for the adoption of the DRRM based on the information about the hazards in the affected areas.

The mayor said the PDRA analyst group shall support the PDRA core group in coming up with decisions and recommendations during their meetings.

Olivarez said the analyst group must regularly gather and analyze information about the hazards vis-à-vis the degrees of exposure, vulnerabilities and capacities of the areas affected, and come up with a recommendation.

He said the conduct of PDRA shall be based on the following triggers: threat of a hydro-meteorological hazards such as low pressure areas (LPAs) or other weather disturbance; existence of slow-onset geological hazards such as the threat of volcanic eruptions and its possible impact; threat of disruption to lifelines such as food supply chain, electricity, potable water system, transport system, communication system and others; threat of incidence of a certain disease whether communicable or non-communicable within the community; threat of degradation to the environment and natural resource, and existence of other natural and human-induced hazards.
