7 foreigners charged with non-bailable qualified theft hunted by law enforcers

Seven foreigners who are reportedly the officers and employees of Chailease International Financial Services Ltd. Taiwan are now hunted by law enforcers after they failed to surrender to the Pasay City regional trial court (RTC) which issued arrest orders against them.

Those ordered arrested by RTC Judge Alberto T. Cansino last Sept. 28 were identified as Alexander Tang, Richard Liao, Molly Tseng, Cathy Chuang, Hunto Chang, Cheng Fong Long, and Jack Pang.

The complaint against them was filed by CAPP Industries, Inc., a local logistics services provider.

In its complaint, CAPP Industries alleged that the seven foreigners conspired with Thierry Yung Hann Tea (a.k.a. Thierry Tea), Geoffroy Cahen, Robert Reguero, and Matea Delen of Philjets Aero Charter Corp., and Lionel De Maupeou and Juha Pekka-Hoikka of Airbus Helipcopters Philippines Inc., to steal its Airbus Helicopter H130 with registry number RPC 8625.

Finding probable cause, the RTC issued the arrest order against the seven officers and employees of Chailease International Financial Services and their six alleged conspirators last Sept. 28 and issued a hold departure order against them last Oct. 4.

It was not known immediately if the six alleged conspirators in the qualified theft charges have surrendered. The notice issued by CAPP Industries and the assistance it sought from the Philippine National Police (PNP) pertained only to the seven officers and employees of Chailese International Financial Services.

CAPP Industries said it has sought the assistance of the Philippine PNP’s Criminal Investigation and Detection Group (PNP-CIDG) in the arrest and locating the whereabouts of the seven foreigners.
