Muntinlupa passes resolution thanking DOLE Sec. Bello for TUPAD program


Muntinlupa Mayor Jaime Fresnedi and members of the City Council signed and passed a resolution thanking Sec. Silvestre Bello III of the Department of Labor and Employment (DOLE) for implementing a cash-for-work program in the city that helped displaced and disadvantaged persons especially during the pandemic.

Fresnedi and city councilors passed Resolution No. 2021-549 expressing their “heartfelt gratitude to Hon. Silvestre Bello III, Secretary of the Department of Labor and Employment (DOLE) for bringing to Muntinlupa City the Program Tulong Pangkabuhayan para sa mga Displaced/Disadvantaged Persons (TUPAD), thereby benefiting our constituents who are affected by the economic impact of the pandemic.”

According to the resolution, DOLE implemented the TUPAD program in Muntinlupa through the office of Muntinlupa Rep. Ruffy Biazon and the city’s Public Employment Service Office (PESO).

TUPAD is a cash-for-work “community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed,” according to DOLE.

Bello previously said that “formal sector workers who lose their job or get reduced salary are eligible beneficiaries of TUPAD. If formal sector workers lose their job, they will fall under the disadvantaged or displaced workers category. Those with reduced income due to reduction of workdays or work hours are also considered disadvantaged or displaced because they did not get their full salary for the entire month.”

According to the Muntinlupa resolution, “many of our constituents have benefited from the program which gaVe them much-needed income to tide them over during the pandemic.”

Besides the TUPAD Program, DOLE also gave farm tools and bicycles to Muntinlupa residents to further assist them.

The City Council is also requesting DOLE to increase its donation of bicycles for residents as this will “go a long way in helping our constituents earn additional daily income.”

The resolution, attested by Vice Mayor Artemio Simundac, was sponsored by Councilors Raul Corro, Alexson Diaz, Paty Katy Boncayao, Louisito Arciaga, Allan Rey Camilon, Ting Niefes, Stephanie Teves, Ivee Rhia Tadefa, Marissa. Rongavilla, Francis Ian Bagatsing, Mark Lester Baes, Mamerto Sevilla Jr., Arlene Hilapo, Cornelio Martinez and Kenichi Takagi Jr.
