Sadain takes over as chief implementer of ‘BBB’ project


President Duterte has named Department of Public Works and Highways (DPWH) Undersecretary Emil K. Sadain as the chief implementer of the ‘Build, Build, Build’ (BBB) program of the government.

Duterte, through a Memorandum by Executive Secretary Salvador C. Medialdea dated Nov. 3, Sadain has been tasked to supervise and oversee the overall implementation of various flagship projects.

The memorandum was addressed to DPWH Acting Secretary Roger G. Mercado.

While the term of the current administration will end next year, there are still infrastructures that the government committed to finish in hopes to generate both short-term growth through employment generation and long-term by boosting the economy in urban areas and the countryside.

To finish the different projects, Sadain is expected to be working closely with the different government agencies and the private sector concessionaires in implementing the flagship projects that will keep Philippines at par with the infrastructure of other countries.

“We shall closely consult with concerned agencies to reduce the lag time from conceptualization to implementation and shorten start-up periods by compressing the timeline in the review and approval process so as to accelerate priority projects from pre-planning stage of feasibility studies to detailed engineering design (DED), procurement, civil works construction, and completion,” said Sadain.

The new ‘BBB’ chief implementer has more than three decades of government experience, providing his technical expertise and knowledge in raising the bar of infrastructure development in the country.

In 1986, Sadain started his public service as Senior Civil Engineer at DPWH – then called the Ministry of Public Works and Highways. Since then, he has held various positions and offices in DPWH as a Career Executive before rising to the rank of Undersecretary in 2016 under former Secretary Mark Villar.

Sadain obtained his Bachelor of Science in Civil Engineering Degree from the Western Mindanao State University back in 1985 and passed the Civil Engineers Licensure Examination of the same year.

He further studied and completed his Bachelor of Science in Sanitary Engineering at the National University in 1991.

After he placed second in the Sanitary Engineers Licensure Board Examination in 1992, Sadain completed his Masters in Construction Management at the University of the East in 1995.

He also was a former professor and Faculty Member of National University from 1992–1994, and taught graduating civil and geodetic engineering students the fields of Project Construction Management, Wastewater Engineering and Laws, Water Supply Engineering, and Laws/Ethics and Contracts.

The department, with the ‘BBB’ flagship projects of the government, is all-out in helping the country recover from the economic struggles brought by the COVOD-19 pandemic.
