The additional new cases brought the total number of cases to 2,805,294.

The case bulletin of the DOH also showed 3,510 new recoveries and 91 new deaths.

Total number of recoveries rose to 2,728,696 while total deaths rose to 44,521.

The DOH said six duplicates were removed from the total case count as five of these were recoveries.

"Moreover, 66 cases that were previously tagged as recoveries were reclassified as deaths after final validation," it said.

The Health department said all labs were operational on Nov. 6, 2021 while eight labs were not able to submit their data to the COVID-19 Document Repository System (CDRS).

It added that based on data in the last 14 days, the eight non-reporting labs contribute, on average, 0.8 percent of samples tested and 1.2 percent of positive individuals.

Meanwhile, the DOH is not discounting the possibility of COVID-19 cases increasing again if people will become complacent with the health and safety protocols.

"The possibility of cases increasing is always there. Even if we shifted to Alert Level 2, we are not out of the woods yet," Health Undersecretary Maria Rosario Vergeire said in a media forum.

"Once mobility increases and compliance to health protocols go down, cases may surge by December 15," she added.

The DOH on Monday said the Philippines remained under "low risk" classification, as with 15 other regions.

The Cordillera Administrative Region (CAR) and Cagayan Valley, on the other hand, remained at "moderate risk" classification.
