Taguig LGU issues guidelines for COVID-19 Alert Level 2; curfew for minors imposed


The Taguig City government issued guidelines in the implementation of COVID-19 Alert Level 2 community quarantine classification.

Resolution No. 147 of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) put the National Capital Region (NCR) under Alert Level 2 from Nov. 5 to 21.

“According to the new guidelines of the IATF, Alert Level 2 is declared for areas where case transmission is low and decreasing, healthcare utilization is low, or case counts are low but increasing, or case counts are low and decreasing but total bed utilization rate and intensive care unit utilization rate is increasing,” according to Advisory No. 55 of the Taguig Safe City Task Force.

The task force said all individuals are required to follow the minimum health standards set by the Department of Health (DOH) and other agencies. These are wearing of face masks and face shields; washing of hands; observing social distance; conducting daily health checks; and reporting individuals with symptoms or those who tested positive to COVID-19 to the Taguig COVID Hotline.

Under Taguig City Executive Order No. 26, Series of 2021, curfew is imposed on those below 18 years old from 10 p.m. to 4 a.m. effective Nov. 4.

Based on IATF guidelines under Alert Level 2, “casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments except as may be authorized by the IATF or the Office of the President.”

The following permitted establishments will be allowed to have a maximum indoor venue capacity of 50 percent for fully vaccinated individuals and those below 18 years old even if unvaccinated and 70 percent venue capacity for outdoor areas during Alert Level 2:

A. Venues for meetings, incentives, conferences, and exhibitions (MICE);

B. Permitted venues for social events such as parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, and bridal or baby showers;

C. Visitor or tourist attractions such as libraries, archives, museums, galleries, exhibits, parks, plazas, public gardens, scenic viewpoints or overlooks, and the like;

D. Amusement parks or themes parks;

E. Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, archery halls, swimming pools, and similar venues;

F. Cinemas and movie houses;

G. Limited face-to-face or in-person classes for basic education subject to prior approval of the Office of the President;

H. Limited face-to-face or in-person classes for higher education and for technical-vocational education and training;

I. In-person religious gatherings, gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19 and for the cremains of the COVID-19 deceased;

J. Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations administered by their respective government agency, and specialty examinations authorized by the IATF subject to health and safety guidelines;

K. Dine-in services in food preparation establishments such as kiosks, commissaries, restaurants, and eateries subject to DTI sector-specific protocols;

L. Personal care service establishments such as barbershops, hair spas, hair salons, and nail spas, and those offering aesthetic/cosmetic services or procedures, make-up services, salons, spas, reflexology, and other similar procedures including home service options, subject to the sector-specific protocols of the DTI;

M. Fitness studios, gyms, and venues for non-contact exercise and sports, subject to DTI sector-specific protocols. Provided that patrons/clients and workers/employees wear face masks at all times and that no group activities are conducted;

N. Film, music, and television production, subject to the joint guidelines as may be issued by the DTI, DOLE, and the DOH;

O. Contact sports approved by the LGU where such games shall be held;

P. Funfairs/peryas or kid amusement industries such as playgrounds, playroom, and kiddie rides;

Q. Venues with live voice or wind-instrument performers and audiences such as in karaoke bars, clubs, concert halls, and theaters; and

R. Gatherings in residences with individuals not belonging to the same household.

According to the Taguig task force, fully vaccinated individuals who want to access indoor areas of allowed establishments must present valid proof of vaccination. For those vaccinated in Taguig, they must present their Taguig Vaccination Card or Digital Vaccine Health Pass, and for those vaccinated outside Taguig, their vaccination certificate and a valid government-issued ID with picture and address.

Outdoor exercise is allowed but people need to wear face masks at all times and must observe a social distance of five meters. Companions and spectators are not allowed.

Individual outdoor non-contact sports and other forms of exercise within the vicinity of their residence, village or barangay are also allowed for senior citizens who are not fully vaccinated; those with immunodeficiency, comorbidities and other health risks; and pregnant women.

Minors are allowed to do individual outdoor exercise but they must be accompanied by a parent or adult guardian. Only one minor child in the family is allowed to go out at a time.

Swimming pools in private residential establishments previously designated as a Safe Zone will be allowed to open for individual outdoor exercise but will be highly regulated and monitored by the property management and administrators, the task force said.
