Taguig mayor says vaccinated people given more access under Alert Level 3


Taguig Mayor Lino Cayetano welcomed the easing of quarantine classification in Metro Manila from Alert Level 4 to 3, saying vaccinated people are now given more access to establishments.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) earlier approved the downgrading of the alert level in Metro Manila, which took effect on Oct. 16 and will last until Oct 31.

More establishments and activities are allowed under Alert Level 3 including the operation of cinemas and movie houses.

“This means more ease for establishments, other rules and guidelines,” said Cayetano in a video.

He said, “Overall, the general rule is if you are vaccinated, you have more access especially to indoor facilities, indoor dining and others. If you are not vaccinated, it is harder to go around, it is harder to move. A lot of outdoor activities are now allowed and further expanded.”

Cayetano said he is happy that the number of coronavirus disease (COVID-19) cases in Taguig continues to go down and that the economy is opening.

“We want people to go back to work and we want slowly to transition to the new normal or the new future,” he added.

As of Oct. 16, Taguig has 631 active COVID-19 cases including 130 new cases for the day out of 49,222 confirmed cases, 48,242 recoveries and 349 deaths.

Here are the updated guidelines for Alert Level 3 in Taguig issued by the Taguig Safe City Task Force:

A. Curfew - 12 midnight to 4 a.m.

B. Vaccinees, workers, cargo vehicles, public transportation and APORs are exempted from curfew

C. Movement of People

• All persons below 18 years old persons, 65 years old and above, those with immunodeficiencies and comorbidities, and pregnant women are not allowed to go out.

• Going out limited to accessing essentials and reporting for work for allowed industries,

• Individual outdoor exercises allowed for all ages regardless of comorbidities or vaccination status.

• Interzonal and Intrazonal travel allowed, subject to the guidelines of the destination LGU

D. Gatherings

The following are allowed at 30% capacity for indoor areas only for fully vaccinated individuals, and 50% capacity for outdoor areas.

All employees including priests, pastors. rabbis. and imams must be fully vaccinated.

• In-person religious gatherings and gatherings for necrological services, wakes, inurnment, and funerals for those who died of causes other than COVID-19.

• Permitted venues for social events, e.g. parties, receptions, concerts, etc., at DOT-accredited establishments.

E. Permitted Establishments

The following are allowed at 30% capacity for indoor areas only for fully vaccinated individuals and 50% capacity for outdoor areas.

All employees must be fully vaccinated.

• Venues for meetings, incentives, conferences and exhibitions.

• Visitor or tourist attractions. E.g. libraries, museums, galleries, exhibits etc.

• Amusement parks or theme parks.

• Recreational venues e.g. Net cafes, billiard halls, arcades, bowling alleys, etc.

• Cinemas and movie houses.

• Limited face-to-face or in-person classes for higher education and for technical-vocational education and training.

• Licensure or entrance/qualifying examinations administered by their respective government agency, and specialty examinations authorized by the IATF.

• Personal care services, e.g. beauty salons, beauty parlors, medical aesthetic clinics, derma clinics, nail spas, tattooing, etc.

• Indoor sports venues e.g. gyms, fitness centers. etc.

• Film, music, and television production, (subject to the joint guidelines may be issued by the DTI, DOLE and the DOH.)

F. Dining

• Outdoor or al fresco dine-in services, allowed at a 50% venue capacity.

• Indoor dine-in. allowed at 30% venue capacity for fully vaccinated customers only.

G. Prohibited Establishments

• Face to face or in-person classes for basic education, except those previously approved by the IATF.

• Contact sports, except those conducted under a bubble-type setup, as provided for under relevant guidelines adopted by the IATF.

• Funfairs/peryas and kid amusement parks. playgrounds, playroom and kiddie rides.

• Venues with live voice or wind-instrument performers and audiences. e.g. karaoke bars, clubs, concert halls and theaters.

• Casinos, cockpits, lottery, and other gambling venues.

• Gatherings in residences with individuals not belonging to the same household.
