The oath-taking ceremony was presided over by Manila Mayor Francisco "Isko Moreno" Domagoso.

In his speech during the ceremony, Domagoso blamed the government’s neglect and lack of good governance as the reason why so many Filipinos based in the province are forced to find better opportunities in the National Capital Region.

“Kung naging mabuti ang pamumuno ng pamahalaan noong araw, walang Waray-Waray o mga Bisaya o mga Ilonggo na pupunta sa Maynila at magtutusok ng bahay sa may lupa ng may lupa at magbabakasakali rito (If the government had led properly before, no Samareños or Visayans or Ilonggos would have go to Manila and find opportunities here),” he said.

Domagoso believes that he himself is a byproduct of such neglect.

“Kaya ako ay bunga ng neglect (I am a result of neglect), neglect of good governance,” added Domagoso.

Domagoso’s mother, the late Rosario "Nanay Chayong" Moreno, was from Allen, Northern Samar.
