Good as dismissed: Eleazar vows to uphold IAS recommendation to kick cop in viral QC murder case out of PNP


Gen. Guillermo Lorenzo T Eleazar, chief of the Philippine National Police (PNP), vowed to uphold the recommendation of the Internal Affairs Service (IAS) to dismiss Police Master Sgt. Hensie Zinampan.

Zinampan was slapped with administrative cases of Grave Misconduct and Conduct Unbecoming of a Police Officer in relation to the brutal killing of Lilybeth Valdez in Quezon City on May 31.

On Wednesday, IAS Inspector General Alfegar Triambulo said that they already resolved the cases and submitted a resolution recommending the dismissal of Zinampan.

Eleazar said that he has not yet formally received the copy of the IAS Resolution on the case of Zinampan.

“As a matter of procedure and policy, all IAS Resolutions pass through the Discipline, Law and Order Division (DLOD) which is under the Directorate for Personnel Records and Management (DPRM). It is the DLOD, DPRM which is mandated to review, and draft the decision, on all IAS recommendations before they are forwarded to the Office of the Chief PNP for approval,” said Eleazar in a statement.

“I have already directed the DPRM to expedite the review and drafting of the decision on the case of PMS Zinampan. But just what I stated before, I will uphold whatever the recommendation of the IAS with regard to this case,” he added.

The video of the killing of Valdez went viral and it became a main piece of evidence which pinned down Zinampan.

Triambulo said that Zinampan did not contest the cases leveled against him but said the latter presented his accomplishments as mitigating circumstances to prevent dismissal.

It did not work.

Aside from administrative charges, Zinampan is facing a separate criminal case of murder before a Quezon City court.

The killing was triggered by an incident involving Zinampan and Valdez’s son who mauled the police officer. On May 31, an obviously drunk Zinampan went back and vented his ire on the 52-year old victim whom he shot on the neck.
