Typo error? Pasay resident gets listed with unknown beneficiaries in ECQ aid


Wrong address, wrong beneficiaries.

What if you line up to get cash assistance from the government and you find out that you're suddenly listed with people you don't know?

This was what happened to Jellainie Salvacion from Barangay 51, in Pasay City. In a Facebook post, she showed a photo of a certification from the barangay which included an address and supposed names of her beneficiaries. However, listed as her beneficiaries were a family of three whom she does not know.

Aside from that, she said that the address written down was wrong. According to Salvacion, she was approached by one of the persons listed in the certification who was as puzzled as to why the three of them were listed with a different person.

This prompted her to ask the barangay who said that those were the names from the masterlist. To disprove this, Salvacion posted a copy of her Social Amelioration Card (SAC) from the distribution of the first tranche of the Social Amelioration Program (SAP) last year.

This document from the Department of Social Welfare and Development (DSWD) listed the correct names of her two beneficiaries and her proper address.

Since there were four of them in the erroneous list, P4,000 should be allotted for them. However, Salvacion said she was later given a new certification with only her name on it. The three people she didn't know were removed and her original beneficiaries were not included and she only received P1,000.

She said the DSWD officials who were in their barangay dismissed this merely as a typographical error.

The supplemental amelioration program intends to help families who were affected by the Enhanced Community Quarantine (ECQ) supposedly only for one week in the National Capital Region Plus (NCR-plus). The cash aid is worth P1,000 per individual and not more than P4,000 per family.

The priority list includes Beneficiaries of SAP under Bayanihan Act 1 and additional beneficiaries of emergency subsidy under Section 4, f(3) of Bayanihan Act 2; SAP wait-listed beneficiaries; those belonging to vulnerable groups, such as low-income individuals living alone, Persons with Disabilities, solo parents, and other individuals affected by the ECQ as may be determined by the LGU provided that funds are still available

The Pasay City Public Information Office, who contacted the Pasay City Social Welfare and Development Head Angie Roa-Yu, said that they will have their list checked and will call the barangay. She said that complaints can be expressed to the unit in charge in the barangay.
