DOJ appoints BI veteran to oversee country’s international airports


The Bureau of Immigration (BI) has welcomed the appointment of lawyer Carlos B. Capulong as acting chief of the port operations division (POD) of the agency.

The Department of Justice (DOJ), the mother unit of the BI, designated Capulong as the new head of the vital office that directly supervises the operations of the country's international airports, plus the Zamboanga International seaports.

A 17-year BI veteran, Capulong is a graduate of Bachelor of Laws and was admitted to the Philippine Bar in 2004.

He holds an Attorney III item and has a Master’s Degree in Public Administration. He is currently working on his doctorate in public governance.

In 2004, he was assigned as a technical assistant to the Office of the Commissioner and a member of the task force on deportation and dual citizenship in 2006.

He was previously assigned as a special prosecutor under the legal division in 2010 and was subsequently designated as head of the BI’s operations in Clark International Airport.

BI Commissioner Jaime Morente welcomed Capulong's promotion by the DOJ, adding "we trust that his appointment would allow us to continue the reforms that we envision to further improve the quality of service that the POD provides."
