DepEd to use ‘pass-fail’ method for assessment of self-learning materials


The Department of Education (DepEd) said that the assessment of the Self-Learning Modules (SLMs) will adopt a “pass-fail method” wherein materials will undergo three areas of evaluation focusing on content, language, design, and layout.

To ensure quality in the delivery of modular distance learning, DepEd issued the guidelines on the evaluation for Quarters 3 and 4 SLMs for School Year (SY) 2020-2021.

The policy, contained under DepEd Order No. 001 s. 2021, aims to establish a systematic evaluation process that may lead to the procurement of SLMs for Quarters 3 and 4 to be used in SY 2020-2021 in DepEd schools.

In the development of SLMs, DepEd said the guidelines identify overview (instructional objectives, pre-assessment, recall), presentation (concept development, activities, assessments), application, generalization or synthesis, and post-assessment as necessary elements.

“Entities, however, are allowed to consider other terms provided they are synonymous, essential, and consistent in the achievement of learning objectives and presentation of inside pages,” DepEd said.

 The Bureau of Learning Resources – Quality Assurance Division (BLR-QAD) said that the Central Office shall “conduct the evaluation process upon the submission of SLMs created by public and private entities during the set deadline.”

The recently-issued DepEd Order also outlines the general and documentary requirements of the submission of the SLMs and the technical specifications for the SLMs.

After the assessment, DepEd said it will issue an evaluation result notice which contains “whether the SLM passed, conditionally passed, or failed. SLMs that receive a total score of 60% and below in any area of evaluation is considered failed.”

The BLR-QAD also said that private and public entities that receive a passing mark in their submitted SLMs “may use the result notice for procurement purposes” in DepEd.

“For those who have received a conditional passing mark, the Bureau will provide a copy of the evaluation report containing comments and recommendations given by Learning Resource Evaluators (LREs),” DepEd said.

DepEd said that digital copies of SLMs in portable document format, Submission Form in Word document format, and scanned copies of other documentary requirements may be submitted by delivering any portable device such as external or flash drives containing such files to the BLR-QAD at the DepEd Complex in Pasig City.
