The diocese, however, said that the second collection is "voluntary" and subject to the pastoral discretion of parish priests.

"Please be informed that the Bishop, in coordination with the Diocesan Commission on Social Action-Justice and Peace, has approved the conduction of a Second Collection in all our Masses this coming Sunday for the victims of Super Typhoon Rolly in Luzon," Father Neil Tenefrancia, the chancellor of the diocese, said in a bulletin dated November 3.

"The said collection, however, will be voluntary and subject to the pastoral discretion of the parish priests, moderators, and chaplains in view of the financial constraints that our faithful are currently facing due to the Covid-19 pandemic," he added.

Tenefrancia asked priests to remit,  as soon as possible, the proceeds of the said collection to the Office of the Financial Administrator so that they can be promtly forwarded to the relevant agencies.

A number of dioceses are also gathering donations for the typhoon victims such as the Archdiocese of Caceres.

"Typhoon Rolly resulted damages of properties and many families displaced. We welcome donations for our affected constituents," the archdiocese said in a Facebook post.

"We are in need of water, rice, canned goods, and solar panels for charging stations in communities," it further read.

Typhoon Rolly wreaked havoc in several parts of the country particularly in the Bicol region.
