SAP 2 distribution 98 per cent completed —DSWD


The second tranche distribution of emergency cash subsidy under the national government’s Social Amelioration Program (SAP) has benefited more over 13.9 low-income families, receiving P83.1 billion worth of cash aid, the Department of Social Welfare and Development (DSWD) said Monday (Sept. 21).

DSWD spokesperson Irene Dumlao said the agency has served 98 percent of the 14.1 million households targeted to receive the second tranche of cash aid.

"Ayon po sa ulat nitong ika-21 ng Setyembre, mahigit P83 bilyong pesos na po ang naipamahagi ng DSWD sa pamamagitan ng manual at digital payouts sa higit 13.9 milyon na mga pamilyang benepisyaryo ng programa,” she told the Manila Bulletin.

(Based on the Sept. 21 report, the DSWD has distributed more than P83 billion through manual and digital payouts to over 13.9 million family beneficiaries of the program.)

Citing the latest SAP monitoring report, the DSWD official noted that around 13, 903, 946 SAP 2 recipients have received their second tranche of cash subsidy, which is provided for under the already-lapsed Republic Act No. 11469 or the Bayanihan to Heal as One Act.

Dumlao said included in the latest list of SAP 2 beneficiaries are over 1.3 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps); almost 6 million low-income, and non-4Ps recipients; over 3.2 million “waitlisted”, low-income, and non-4Ps households nationwide; more than 1.8 million “waitlisted” beneficiaries from ECQ areas.

Based on the report, the number of public transport driver-beneficiaries remained at 242, 453, receiving more than P1.7 billion SAP subsidy allocation.

The breakdown of the public transport driver-recipients is as follows: 169, 939 drivers of public utility vehicles (PUVs) and the Transport Network Vehicle Service (TNVS) nationwide with over P1.21 billion SAP allocation, and 72, 514 public transport drivers from areas placed under the ECQ, receiving more than P496.5 million SAP allocation.

Dumlao reassured the public that the Department is exhausting all means to cover the more than 196,000 unserved beneficiaries within this month.

In a radio interview over the weekend, Dumlao said majority of the uncovered SAP 2 beneficiaries come from far-flung areas in Region III (Central Luzon) and Region IV-A (CALABARZON).

The 11 areas covered by SAP 2 are Region III (Central Luzon) , except Aurora province, the NCR; Region IV-A (CALABARZON) ; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay province and Zamboanga City.
